Count.cgi stores the IP address of the last machine to view your site and only increments the counter if that IP address has changed. This is to ensure you get an accurate count by preventing someone from inflating your counter by constantly refreshing the page. So, if you were the last person to view your page then the counter will not increment until someone else loads that page.
